Credit cards have now started implementing limits for online shopping for better security. Some have even created a process specifically made to allow online payments. Please do check with your bank regarding this for more details

One of the reasons could be that your Paypal account is not yet verified. If it is verified and still does not work, please do contact Paypal for more details.

Paypal e-checks takes days to clear and could form an unfair advantage to other contestants without having to shell out the same amount or more. All echecks will be refunded within 24 hours after receiving it and votes will be removed.
